There is also the fact quinn has displayed high levels of intellect throughout the game, she is a chess player, obviously both the game and in real life, that is her chess like attitude towards, the drugs, vinny, the restaurant etc. She's also in a higher education environment and, someone can correct me if I'm wrong, do we even know what she's studying?

The chess thing is also overstated, Quinn is not some Machiavellian genius, or even an above average strategist. She's mostly street smart, but not great at anticipating how people will react when she keeps pushing them (Tommy, Maya, Mona, Vinny etc)
That phrase is completely out of character for Quinn. First of all, it's a difficult word, and Quinn is a drug addict and a drug dealer. She may simply not know it, and nowhere in the game does it say she likes to read magazines. Second, this is a mistake in the construction of dramatic dialog. When people are arguing/emotional they will never say such long sentences and complicated phrases, they will say whatever comes to mind.
She proberbly learned most from her dad and he looked like someone who would use words like that. For all we know, he had a good education before becoming a drug addict and ending up in the slums. But I agree that she doesn't understand it as good.
Your logic doesn't track. You're suggesting that someone doesn't read magazines because it doesn't tell us in the game that she likes to read magazines? And you're saying she may not know this word... well, she clearly does know it, because it tells us in the game that she knows it. And she uses it in the right context. People are not just black and white, you'd be surprised at what people know that you wouldn't have expected them to know. If she knows the word and its meaning, there's no reason that she wouldn't use it, regardless of the circumstance, if the context fits.
Well it's as I said playing chess is not the gold standard of high intellect. While I agree she's not some proffessor Moriarty criminal master mind and is actually quite out of her depth. She's obviously got a somewhat intellectual mind to be at least be play the game. (to be fair that could be bollocks too as do we actually know if she's any good)
